Technical Handbrake help?

Hey, I'm having a bit of a problem with my handbrake on my cinq. It works on hills that arent too steep but others it doesnt. We tried tightening it and it didnt doo nothing so we checked my back brakes and when the handbrake was put on nothing moved. Anyone know of any common problems that it might be?

The levers that go in the back of the drum normal seize where the cable attaches too.

lol the gd old handbrake problem, when i fixed replacing nearly every thing and it still ain't great but it holds the car now how long will it last do ya reckon?
