Technical getting the rear lights off

Hi, my rear light on a 96 Punto has filled up with water and now looks like a gold fish bowl.
Needless to say this has played havoc with the indicators. How do I get the lights off?? Is it something to do with the bolt situated above the parcel shelf?? Any help would be welcome. Cheers.
