Because the car the other ECU came out of did not have exactly the same CAN configuration / addresses.
Do a Proxi-Alignment.
The other possibility is a faulty switch or connection so if Proxi-Alignment does not work read the status of the switch with MES.

They make things a lil Technical these days....the ECU for example will not let you turn on the rear fog light if you only have sidelights on...but it will let you turn the front fogs on....and of course if you have front fogs on then you can switch the rear one on whilst still only having sidelights on.
This is also why the Foglights don't automatically come back on if you've switched off the lights or the car, it's Impossible to forget to turn them off.
