You need to check a few things;
1) The wheel bolts diameter. Most Fiat hubs have 4 bolts arranged in a 98mm diameter circle (aka 4 x 98 PCD). Grande Punto etc. has 4 x 100 so won't fit, for example.. but most other Fiats are 4 x 98.
2) The wheel offset. This is how far "in" or "out" of the wheel arch the wheel sits, once it's attached to the hub. This may be where the Panda wheels are different to the Qubo. There's a number stamped on the wheel with the letters "ET" (e.g. ET35) If your new wheels and old wheels have the same offset/ET then the wheels will be in the same place in the wheel arch.
Offset isn't too desperately important as long as both wheel on the same axle are the same. E.g. Fitting ET35 wheel in place of ET37 is practically identical.
3) Wheel Centre Bore. The hole in the middle of the wheel has to fit over the hub flange. This is usually 50.8mm (recent models are different). If the Panda wheels are 50.8 then it ought to fit your Qubo hub, which (I think) is also 50.8.
4) Wheel size: Once you have a wheel that can physically fit on the car, you need to make sure it's the same size as the other wheels, if you're just changing a couple. The size in inches is the easy part (14", 15" etc.) but you also need to get a similar width (5.5, 6.0 or 6.5"). Again, if the width is slightly different (+/- 0.5") then the tyre you had on one, will likely fit on the other.
Panda wheels *should* fit, since they'll have the same 1 and 3 above (and 2 and 4 are less critical). It'd be interesting to know how they didn't. Did the tyre foul on the inner liner etc.? If the tyre is a bigger tyre, then that would be the cause, not the size of the wheel itself.
