Technical Fiat ECU reprogramming HW/SW?

I tracked problems (crank, no start) with my Linea 1.4 8v 2008 down to ECU. After opening I found somebody was already messing with it (not very good job). Resoldered all pins and found two 0402 ceramic capacitors desoldered. I will order new ones and resolder. After that, I will need HW/SW to reprogram ECU.

Problems from OBDII:
sparkadv: -55.5
longft1: 71.0

I suppose I have to remap the ignition timing, maybe flash the Fiat's TSB 18-027-15-REV-B.

Question:
Can you recommend me HW/SW to buy to be able to do the job (i.e. include linea's ECU firmware, able to communicate and flash Linea's ECU (Magnetti Marelli 5SF PL 0045155.C)? Ideally price range under $150 (no need for fancy professional models with thousands of cars included).

Send me a picture of the ECU label and I will send you the latest (original, not mapped or modded) flash. What tools/equipment do you have to write it back. You must ensure you do a full backup prior to writing as depending on the ECU make and version, you may also need to write back immo and Conf data.

Magnetti Marrelli 5SF.MD Q41. I believe v. Q42 is last - or is SF2.C2 Q53 #2 usable in this model?
I have no HW for backup data now for upload - can you recommend?
