Technical Engine Temp Gauge

Hi, I have a Fiat Bravo 1.4 51 plate, I'm getting a really high temp on the engine gague it's jumping after 15-20 minutes of round town running the engine cooling fan is not turning, also slight juddering?? Anyone know or any ideas what's wrong? Checked water and oil.

Must be a 1.2.... Is the fan seized? Theres a possibility of an air pocket in the system. Has the thermostat been changed?
