Is this normal? seems like its new to me, but maybe I didn't notice before:
  • Car in neutral, engine running
  • Rev engine up, to 2k or above
  • Take foot off throttle, revs drop
  • Revs drop steadily, until 1500
  • Revs hold at 1500, second or so, then fall below and drop smoothly from there to idle
It seems to happen driving too, but this is the easiest way to produce effect...

Yup :) its normal

I think its one of the functions of the anti-stall working there

It'll also be something todo with fueling as a rev up there is a huge depression then a huge pressure increase in the inlet, its see'n this huge spike, and to prevent a thud of power it control's its throttle curve

It also may be something also do with it been a cold engine?
May find a warm engine might settle quicker

And as aways i always like to say
ensure your throttle body is nice and clean :)
