what does it mean? as in, what happens that the car measures to make it come on?

Depends on the system, yellow or red lights etc.

The ecu has detected a fault, the ecu self diagnostic features vary with manufacturer but normally open/short circuit of sensors and actuators are recorded and sometimes out of range readings, also EOBD systems record misfire and emission faults.

it's a mk2 punto with an EOBD system i believe, constant orange light.

Constant yellow light means an error has been logged, if the fault does not reoccurr within three drive cycles the light will go out, but the error code will remain in the system until 40 full drive cycles have been carried out. A flashing yellow light means a misfire is detected

ah i see, well sometimes it's flashing and some times it is solid, what is a drive cycle?

A full warm up from stone cold to hot, covering a range of driving covering a minimum of about 6 miles.
