there is a temperature sensor which gives temps to the ECU.
the ECU then turns yours fans on.
1 fan is the slow speed fan.
The other fan the high speed fan.
It is a good sign that your fans are working when driving at slow speed.
The fans are suppose to come on at certain temps.
A faulty temp sensor could be turning the fans on incorrectly.
or
However, it may indicate cooling issues overall.
MES diags can read your coolant temperature.
In my 2006 2.8 JTD Ducato model, the fans turn on after 98 deg C.
My fans don't turn on after cruising down the freeway at 110 Km/hr or slow driving now.
Temp guage only gets to halfway also.
I did have a faulty thermostat.
That gave me a full overheat at very slow speed after 30 mins driving.
The temp guage did go past 3/4 with faulty thermostat!
But No overheat after just 15 minutes driving with faulty thermostat.
I did replace the thermostat. It fixed my issue.
I do not have the 2019 Ducato so can only give you general signs.
