Technical Engine change and problems

Good morning
I have a Fiat Doblo 1.3 multijet (2005) and they changed the engine. It happens that the van pulls badly, doesn't rotate and doesn't turn on the spark plugs.
The engine light is always on.
The speed does not exceed 80kms and with a lot of effort.
Is it necessary to do anything electronically when changing the engine?

Take it back to the people who changed the engine and tell them all the problems.

Whoever changed the engine says that there is a lack of 5v in the ECU circuit.
But they don't know what causes this problem.
