If you look in yellow pages under MoT testing stations, you'll probably find a couple local to you. In Peterborough there is a non-council place that just does MoT tests. Full price though but they are fast, its three guys like a conveyor belt, one one ground bay for lights and exhaust emissions and quick once over, then out and on to a ramp for underneath and tyres, the final one with the rolling road for brakes and stuff. Very clinical. They chew through at a car every 20mins or so. Also tend to say things that are getting to a point where they need looking at, but don't need the advisory notes like, the tyres are fine, but you'd get better wear if you swapped the fronts to the back now. Stuff like that. They'll change a bulb for free if its easy, and you supply it, same with headlight beam aim.

Although I haven't used them for a while they used to say 'Go and drive it really fast for a bit and come straight back in' if the emissions where high! Helped get them down.
