General Control panel not working

Please can I ask if the control panel should still work/light up even if there is a problem with the air conditioning.

At the moment the rear heated windscreen lights up when the button is pressed but the two buttons next it to don't light up.

I'm considering having my air conditioning condenser replaced but unsure if it's worth the cost, as concerned there may be another issue.

Does anyone have any suggestions of what I could try?

The lights are 2 tiny bilbs.. would also light the Heater knobs on a basic Grande
