General Connect+ warning message

Fiat Ulysse 2.2 JTD Prestigio 2003 - Connect+
I have a warning message that comes up every time I start the car - 'emergancy and breakdown calls deativated' I can cancell it by pressing ESC. I have a chip in the slot, phone working fine, can anyone tell me what to do?
Can I use it? or can I stop it from appearing?
