Technical OBD not connecting to torque app 1997 Ulysses

Hi All

New to the Fiat scene so please be nice.
I not long had my 1997 Ulysses 2.0 s and I love it.
I have a WiFi obd dongle and the Torque app. I can get the dongle to connect to my phone but it won't connect to the car.
Any ideas?
