I have build the webasto in the enginecoolant system,the hot water from webasto going direktly to the radiator in car and then back to the engine for heating this up,so yes the webasto is placed in the engine comparment,is this a problem known by you,i would like to know.So far it works for me, in the next few days i will have the webasto to turn the cabine fan on so i can heat the cabine up without starting the car.For a comment i will tell i am a mecanic.

Eberspachers are usually space heaters, and would be fitted within the area to be heated, whereas Webasto make both space heaters and engine heaters.
So your Webasto is probably fitted correctly.
As for Pinball's sump heater, it is fairly common practice to have these fitted to fire engines in rural locations - particularly in unmanned retained stations - with the plug fitted in such a way that it simply pulls out when the machine leaves the appliance bay.
