General Cinq base for aerial

Hi guys, have a wee question that i'm a bit confused.com about........

I have a 1997 FIAT Cinquecento and wanted to replace my whole aerial including the base as the aerial has broken off from the base in the roof.

How easy is it to remove the base from the roof and replace?
Can i do it from outside or do i have to attack it from inside??

From the inside, remove the rear view mirror for access.
