We need to see a wider view of the item the plugs are plugged into.
Will take some more pictures in morning
Looks definitely like the Flux Capacitor. 
But the black "charring" looks like gum residue from the cloth tape, not actually burning. Get some WD40/paraffin/carb cleaner on a piece of cloth and give them a wipe to see whether it comes off.
There seems to be two of the plugs, so depending on the car could be the feeds to a pair of coils. It's tricky to tell from so close up.
