Firstly, you need to determine WHY the boost is lower than before, have you connected the pipes up correctly? you may just mask a fault.
My guess is your actuator isnt properly adjusted. Connect the pipes from the compressor housing of the turbo directly to the actuator and see what boost you are getting, this is base boost.
Secondly, a bleed valve keeps the wastegate SHUT for longer, as it 'bleeds' the air off to atmosphere. The turbo then has to make more boost pressure to OPEN the wastegate. Just be very careful using one, start with it wound all the way IN if you must use it.
Also, you said
"ok so the vacum pipe goin to the actuator needs a snip and the valve going in the middle!!" that is correct, the other pipe needs to go to the compressor housing.
Overboost: He isnt talking about a dump valve, he is talking about a bleed valve, completely different things.
Turbotipo:
The bleed valve connects to the compressor housing (bottom pipe in this case) and goes to the actuator (top pipe in this case)
It doesnt matter which way round they go, just be careful with them, you can easily melt your engine!!
