The amount of benefit you get from replacing rings and shells relates exactly to the amount of time spent getting everything right, and time costs.
No point in putting new rings on if the bores are worn, so a rebore and new pistons is the only answer. If the bores are fine, generally so are the rings.
Likewise the shell bearings. New bearings may improve failing oil pressure, but a regrind and oversize shells will be the complete answer.
Balancing is done dynamically and staticly, again, its all time.
My engine was built from a known good donor, but still needed a rebore and new pistons.
However, bear in mind that a good bottom end won't make any more power, its just a bad bottom end will lose power.
Extra power comes from the top.
