HORT/1 are issued according to section 165 of the road traffic act:

165.—(1) Any of the following persons—
(a) a person driving a motor vehicle (other than an invalid carriage) on a road, or
(b) a person whom a constable has reasonable cause to believe to have been the driver of a motor vehicle (other than an invalid carriage) at a time when an accident occurred owing to its presence on a road, or
(c) a person whom a constable has reasonable cause to believe to have committed an offence in relation to the use on a road of a motor vehicle (other than an invalid carriage),
must, on being so required by a constable, give his name and address and the name and address of the owner of the vehicle and produce the following documents for examination.

(2) Those documents are—
(a) the relevant certificate of insurance or certificate of security (within the meaning of Part VI of this Act), or such other evidence that the vehicle is not or was not being driven in contravention of section 143 of this Act as may be prescribed by regulations made by the Secretary of State,
(b) in relation to a vehicle to which section 47 of this Act applies, a test certificate issued in respect of the vehicle as mentioned in subsection (1) of that section, and
(c) in relation to a goods vehicle the use of which on a road without a plating certificate or goods vehicle test certificate is an offence under section 53(1) or (2) of this Act, any such certificate issued in respect of that vehicle or any trailer drawn by it.

essentially, after an accident, an offence, or simply because you are driving.
in theory you should produce the required dox at the time you are pulled over, but as most people can't, you are given the hort/1 and a 7 day period to show at a station.

as i'm sure the others will agree, you get a feeling when somethings not quite right, a simple document check can reveal wonders!

Although you can have some fun with them if the copper is being an arse like when my mate got pulled just before midnight by the time they finally issued a producer after loads of stupid questions it was after midnight so my mate kindly pointed out it had the wrong date on so they had to write a new one out..

You can also refuse to sign the producer makes no difference at all except confuses 90% of officers that issue them :)
 
OH FOR **** SAKE!! i just went to gather my documents only to find my insurer hasn't send me a full insurance certificate only the temp one! now what the **** am i going to do? what happens when the 7 days runs out?
 
If you asked for a full years inurance, then the years one should be in the post. Unless you just changed it because of modifications? I didn't get a new certificate for that. As long as the insurance shows the car to be covered for the day you were driving it, that's all that matters :)

its about 9 months late if its in the post helz
 
So why haven't you spoken to your insurer 8.5 months ago?!

Get onto them today if they are open and you should have it by wednesday typically if they know it is urgent.

I have done a fair bit of driving since 17, driving everything from a turbo diesel scenic, a 1.8 laguna, a 999cc uno and a new shape top spec megane 120, not been stopped once....

they are closed today, and obviously i was enjoying the fact i had just passed my test too much to notice what documents i was ment to have and had received.
 
oops.

I got a producer years ago and when i went to the station I took my schedule instead of cert. they gave me 24 hours to produce the cert or i would have got done for no insurance!

Was back within the hour.

When I got pulled for the tints, i had my licence photo card with me, so no producer as my car, my insurance and no MOT required, but all confirmed over the radio to the fuzz officer. Still gave me a defective vehicle notice for dark tinits but thats another story- but no police station involved!
 
i found my insurance certificate, its a tiny little blue bit of paper and was hidden in the claimline booklet, anywho nipped to the station and it was ment to be open but was all locked up :confused:

now i'll have to go back tomorrow, only my birthday....fun
 
producers used to play a big part of my life. Ha Ha. I used to work till gone midnight every weekday and you could garentee that i would recieve a producer atleast once a month. Mind you it was mainly on match days. Think the police were killing time waiting for there shifts to end so they decided to wait till i got out of work. Yet i have never been pulled over on my bike and i use that a lot during the summer. wierd huh? Drive my car for two minutes at night and get pulled, ride my bike for hours around the country and get left alone. Its a funny old world.
 
Producers are great but a pain in the bum too!

Sometimes you will pull someone over for whatever reason and talk to them let them know why you have stopped them. Most are fine, but some people have an attitude and tend not to co-operate. This makes accertaining whether their vehicle is all ok or not (such as ins mot etc). Most times you just have a feeling somthing is wrong.

I will pull someone for doing say 40 in a 30 (if not wet/raining/foggy etc) and have words with them and check details but I wont ticket them for speeding 80% of the time for various reasons, but I will give them a producer.
People learn FAR more from a stern warning from a police officer than a flash of a speed camer . . . . but thats another topic :p
