Alternator Question

Doblo 1.9jtd 2002 Alternator output at hight revs is 13-16 volts surge up and down. No constant regulation by the look of things. Is the voltage regulator on these part of the Alternator itself or is it external?

trace the 1 signal wire connection ( 2 x securing screws),
