Advice needed - item not as described!

Hi, I purchased a mk2b rear bumper for my mk2, the bumper was advertised via eBay as breaking punto

I was in comms with the seller frequently, he said it was in good condition and pointed me towards the picture when I asked for another...in the picture the bumper looked spotless, no obvious cracks, etc (picture attached of ad)

But when I got it today, it is in awful condition, 3 separate cracks and chunk missing at lower of bumper..also it is scratched to pieces and just a general mess ( now I understand that I was buying a used product but he said "good" condition, and this certainly isn't..it's not even useable!)

Also it came without the reflectors that are shown in the pictures.

Now what do I do? I have tried contacting him but he hasn't answered yet! Do I open a PayPal case (transaction done over PayPal) or do I wait for him to maybe offer a refund?

One things for sure I am confident that I was and am clear over the condition of the item I was buying is not how it was described, thanks any help appreciated!!

You have to follow ebay rules

Contact the seller - via the resolution centre - stating your not happy and see if he offers a refund
you have 8 days between you and the seller to sort it

If the seller and you dont get the satisfaction you require then you can esculate the case to ebay support, where they will take over and make a descission for both of you

Im currently waiting my 8 days before i can esculate as i have also recently fallen fowl to "ebay sellers"

EBAY have changed policy in the last year, the onus is now on the seller to sort things out.. you should BOTH be fine,

it's just BAD buyers that people have to watch out for now..,

As im finding out that ebay pictures are seriously not what you will get tbh

In future if its near i'll go for it and look
if its far away - sod it, no good and keep looking

He has asked for picture proof of the damage, as he says courier has caused damage..which is a load of ****, clearly tell between handling damage and other damage!

I've sent him tbf proof and am awaiting his reply, if he hasn't replied by end of today then I will start a dispute,
