Update ,
Cause of errors was the Clock Spring .
It is a Fiat only part that comes with both the light and wiper stalks despite them not being at all integral with the clock spring ....Fiat wanted £270+vat .
Found the correct part in Holland and thanks to Wife being fluent in Dutch it was with us faster than the delivery time quoted by the Fiat Dealer and considerably cheaper .
Have to say local Fiat dealer was helpful and apologetic for the cost of the part .
Fitted new Clock Spring and both the First Level and 2nd Level air bag resistance's now sit at 3 Ohms and all is happy and well with the ECU's on the van.
