Technical 2004 Fiat Panda Dynamic Coolant Temperature Sensor Location

Aha that's a possibility, I have gently blown in there before. How robust is the sensor structure, will it take a blast from a compressor? I'm assuming there is some major disassembly to get to it.

I would try suction rather than blow for a better result. I use a vacuum cleaner.

Looking at the part on eBay, it looks safe

Never had a panda with climate control, so never investigated for myself
