Technical 2.2 Petrol - loss of "ooomph'

Starting off from 1st, the car behaves fine, moving to 2nd, you start to feel it's not responding quite as expected and then things get worse as you move up the gears.

Driving around urban roads and it needs to be kept in a great lower gear than expected.

Driving at motorway speeds, it really struggles to get to 70mph and there's no acceleration if just sitting at 60mph.

It is difficult to explain, but it does feel generally different to a slipping clutch, the slipping clutches I've experienced previously (including in this car about 2 years ago), you could feel it slipping from 1st and you'd have to apply the gas slowly to get anywhere.

There is some over-reving when you apply the gas quickly, but not as extreme when the clutch is slipping.

Any suggestions appreciated.

If in any gear the revs / RPM goes up and the speed does not increase and you have a manual box then the clutch IS slipping.

When you get on a flat road at speed the wind and rolling resistances significantly increase and at your 60mph it is probably at the limit of what the clutch can take and so it then begins to slip.

A good test is to probably use 3rd gear at a steady 40 or 50 mph and the floor the throttle and watch the RPM. Playing around like this you can probably find the sweet spot of gear and speed that definitely and clearly shows that a marginal clutch is on it's way out.

And if the clutch is replaced and it makes no difference?

My mechanic supposes it could be a fuel pump issue, which only shows when the car is under load as it's PSI is ok at idle, or the air mass meter, or something else.

There could be many faults / problems .
You need to find a mechanic that knows what they are doing and has diagnostic equipment suitable for fiat.

Get Multiecuscan on it and graph speed, RPM and fuel pressure when driving. That will tell you instantly if the clutch is slipping or fuel pressure is low.
