Technical 1.6 16v problems with cold

My bravo 1997 1.6 16v stalls when cold and it is hard to push over 3000revs. When it reaches normal temp. it runs normally. I also have problems with idling. After I cleaned engine idle speed actuator revs are around 1500 when cold start then when engine gets warmer it drops to 800 normally but when engine gets a little warmer then it goes to 1500 again.
Fiat tester shows problems with engine idle speed actuator.
What should I change Engine idle speed actuator or engine temperature sensor?

I had a similar problem to what you're describing... Thanks to Jug who told me where to find the idle speed control and once I took it all apart and penetrating oil'd it to the max - touch wood it's been fine since.

I took the bit shown with the arrow apart and cleaned it with loads of oil.
