as long as the rolling radius is the same then the speedo should be a problem. i would see what tyres are fitted to the sporting 17" alloys and go for them e.g 205/45 r17 http://www.fiat-accessories.com/product_details.php?item_id=701

No it wont affect your speedo!
As for bulbs best ones are:
Main/Dipped = Osram Nightbreaker Plus H4
DRLs = MTEC Superwhite 380W T20 7440
Sidelights = MTEC Superwhite W5W
Indicators = Phillips Chromed Bulbs PY21W
Fogs = Osram Nightbreaker Plus H11 (more difficult to change)

You find them easily on eBay
