Torque settings in eLearn

I'm reading through a procedure in eLearn and noticed the torque settings are in a strange format. The units are daNm, which isn't so strange but they are formatted like this

1.6 ÷ 2.0

What does the division symbol mean?
 
I've always assumed it meant 1.6 to 2.0
.

That seems like a reasonable assumption, although most places that specify torque settings given an absolute value rather than a range (owner's handbooks, Haynes manual, spark plug instructions, etc).

So in this case it's between 16 and 20Nm
