There is always the possibility the heater has failed...
BUT.. that 7volts just sounds WRONG.

worth investigating the wiring further

You should by now have insulated the problem ...

As said early 7V is WAY too low, C030A is the common rear grounding point, but I believe several grounding wires are connected to it, so your wiper working ok doesn't mean the heater ground cable is ok !

Sounds like a good plan with bringing up power straight from battery, why the F*** didn't I think of that LoL

I'll let you guys know what I find out.
