The local Fiat service centre here in Sydney AUSTRALIA employed a Fiat mechanic from France.

I got him to look at the car the other week and finally after 8 months of not knowing what this noise was, it is the Vaccum Booster. When he disconnected the vaccum hose for the brake booster, the noise went away immediately.

Although the noise is still there, they have ordered a special hose from Italy to replace the one that is there, they said this should fix the issue.

I had this problem a while back, i bet it is your air filter. Open the bonnet and check to see if the air filter (black pipe) is loose and if so just tie it with a cable tie to the bracket behind it

No i just told ya what the problem was, got nothing to do with air filter.
