I have a 1981 FIat Spider and it has two issues. One is when its gets to temperature, and you try and restart - it won't. Is there a way to trigger OBD I light flashes?

Also. I am attaching a photo of a broken plug. For the life of me I can't find where it goes? It may in fact be the problem. Any help is appreciated.
