The red box (in pic)on a grande punto which someone told me is for the glow plugs, keeps ticking when ignition is on and the glow plugs don't work, which maybe related. Is this a relay or fuse, (the correct technical description would help). Would it be a fiat part or cheap off ebay, (if I knew what to search for). thx

Its a relay yes. Its generally supposed to click to send power. Its a contactor which clicks when power is sent to it to send power on down to the plugs. Try tapping it when ignition is on as it could be weak and not making proper contact and sending power to glowplugs.
They should be avail from motor factors also so it wouldnt generally be a fiat specific item.

The relay you point to is almost certainly NOT the main glow plug relay. This will be in the engine bay with a direct battery feed.
Glow plugs take many amps. Typically 50A+ for all four. There is no way this small relay can handle that amount of current reliably.
It could be a feeder relay for the main relay coil but for me this does not make sense and would be an unnecessary additional cost.
