what wheels should i get for my cinq and is there anyway of painting these wheels black and paint that will actually last

Try searching about, see what you like yourself - half the fun is in the hunt :D You'll be looking for a 4x98 bolt pattern (or 4x100 on wobbly bolts). From 13 to 15 inch (although 15s will probably need arch mods). Width from 5 to 7 or 8" (although again, these might need arch mods in order to not stick out/rub). Then its just a matter of whether the offset will match. Look for wheels from Fiat, Alfa and Lancia as all these are 4x98. Many aftermarket ones out there as well. Good luck :p

As to painting wheels, I suspect loads of places can do these. A simple google search should do.

Not black, white!

Can't tell you what wheels to get.

Paingting:

You can get them powder coated (very expensive), very durable
You can get them blasted and painted in 2 pack, cheaper, lasts well
You can paint them with an aerosol. Results here depend very much on preparation. This won't last as well, but can easily be retouched with a brush, allowed to dry well, and wet or dryed and t cut back to be seamless.

No covering has yet been invented which will withstand kerbing.

PS as said NEVER put black wheel son a blue car looks IMO crap. Black/dark wheels only work on yellow or white cars. Look to nature, black and red, like lady birds a warning to other creatures do not eat me cos I will poison you, black and blue = bruising so subconsciously says damaged.

These opinions are all just mine, so please ignore/delete as necessary lol
