I was looking at buying another fiat punto. Its a W reg good condition all that sort of stuff, i was worried when i came across a part that said city steering. I really have no clue what this means and i'm worried this means the car doesn't have PAS. If anyone could explain what City Steering is that would be most helpful. Thanks

The PAS is electric rather than hydraulic. In city mode the power steering motor assists more than in normal setting making it easier to get into tight spots. It acts same as normal though if you drive over something like 20mph.

It does have PAS, its electric PAS so a change in assistance can be provided, with City switched on the steering gets a little extra help than normal for VERY easy steering wheel twiddling! The City function self disengages above 15Mph (y)
