The dualogic gearbox has an "E" button, which disables "eco" mode and gives you more performance. What does this actually do - is it just changing the revs at which the dualogic changes gear, or is it more subtle?

The manual says that pressing the "E" button also makes the steering heavier by taking it out of "city" mode. On the motorway, I'd quite like to keep it in "eco" mode but have the heavier steering. Is there any way to switch the "city" steering off on its own?

Eco mode does just change the point at which gearchanges take place. For normal trundling around, eco is fine, take it off when needing to move a little quicker.

Don't know what year yours is, but early cars had a city steering button on the dash, either marked City, or with a pic of a steering wheel. City steering disables around 30mph anyway.
