uno with runaway revs

Hi all i've recently purchaced an ex boy racer uno 1.4 1990 but the engine revs start going up as the car gets up to temp. It's like having cruise control unfortunately the engine will then wind down as if no fuel is getting in and will not restart for about 20 mins then its a struggle to get going. Unfortunately im a brit in denmark with out my local help.
