Two 12v live connections????

Right, in my mk2 punto I have spaghetti where the stereo connection should be. I have read various threads about anomalies with battery and ignition live connections but none cover my issue. I have two 12v live connections. They are just over 12v when ignition is off, just over 11v when switched to 'acc' and just over 13v with the engine running. Wire insulation is red/black and red/white. Can anyone shed any light???

Edit:Apparently red/white is battery live, not sure why ignition live is also 'permanent'??!?!
