Why would they have restricted the power
Congestion charge exemption was only relevant to those folks who drove regularly into Central London; this is likely such a small percentage of potential 500 owners that I seriously doubt it'd figure in Fiat's thinking. Granted, it was a big issue if you were one of the few who could benefit from it, but an irrelevance to the vast majority of 500 owners and certainly not a reason to delay the launch of the 105TA.

i think shortly after the TA was released. 2012-3? of course we are talking about Europe here as its still available in other markets.Maybe they just wanted to keep something back for when sales started to flag after the initial interest?
Also, when was the 1.4 discontinued? - dealers would likely have wanted to be well clear of the last of the 1.4's before the 105HP TA hit the showroom floor. (Edit: you got there before me on this one, Maxi )
Why replace the 85bhp one when you can sell it for its price and then the 105bhp one for even more......

to be honest i dont see that much of a difference between the 85 and 105 in terms of speed and acceleration. I think the 105 is simply considered a full extra version of the 85, as in it has all round Disc Brakes, etc.Not sure I follow the logic. Understand the 105 replacing the 1.4 but not sure how the 85 fits into this theory

My point being that I don't believe there is much to be made fro £600 given the additional kit. Wouldn't surprise me if there was less profit!
The Abarth is Band G VED?
That makes it £180 per year to tax it.
Insurance group 27?
Maybe fun to drive, but our 85TA is fun to drive too, and zero VED and only insurance group 11.
