Sorry for tardy follow up. What was the outcome. Ive seen a similar problem with a Renault 5 GT Turbo. That used to be OK a while then the split would open and the power fall off was drastic. After q while it would close up and for a short time it would go OK again. You won't likely hear anything and duct tape will do a temp fix easily. Let us know the final outcome. If it were me the bumper would go first. careful not to break fixing clips and watch fog light wires and poss temp sensor wire.
Agree re fog lights, these are best detached first via the wheel arch access panels (90 degree twist on bulb holder I think). I believe external temp sensor is in the "nipple" on the bottom edge of the passenger mirror (RHD) if we are talking 319.
I haven't experienced turbo intake pipe issues with the TA but on my old E280 Merc the specialist workshop failed to re attach at the clips and that made it very limp...
