I personally would have said yes, as its just time delayed, which even most 'live' broadcasts are by a few seconds.

If it's a 'single programme' content though, like iPlayer / 4OD etc, then thats not live.

If watched on a battery operated product though (thats running on batteries, laptop plugged in doesn't count) then technically no TV license is needed, although the latest stuff on license website doesn't make this very clear.

this is what im wondering
technology moves on
you could be using tech to sling the broadcast over your home network and then be watching on a media server that technically can't receive live broadcasts
 
Aww bless.. You not got Blue&Me on your bravo? Then you just needs a USB Stick thingy majig which you can fill with MP3's (y)

i have an MP3 radio and the stick port, never thought about the stick port,
Had the car 2 years and never used it
