I reckon those peel on peel off type double sided tape kinda things that JML used to do might do it.

My plates were stuck on with this I had to take them off to swap for my private plate - what a nightmare that was!!!!!!!! The guy had covered THE WHOLE of the rear of the plate in double sided tape :doh:

Nightmare to get off the paintwork too!
