2004 Ducato 2.3 jtd MWB motorcaravan conversion

1. Can someone explain to me the meaning of the Warning on pg. 218 of my Handbook, as taken literally it does not make sense

"Do not hold the power assisted steering wheel with the engine running for longer than 15 seconds. It will make a noise and you could damage the system."

2. Ever since new my 2004 Ducato has frequently suffered a strong 'reverberation' when using the steering wheel at slow speeds, such as 3-point turns, parking manoeuvring or similar. The suppliers said it was to do with the new hydraulics and should eventually disappear and signifies nothing harmful. but after 4 years / 10 000 plus miles it still happens. I have seen the issue referred to in motorcaravan magazines, with no resolution suggested. Perhaps it is related to the above (1)?

I think the handbook warning means 'do not hold the power steering on full lock' for more than 15 seconds or the pump could be damaged.
 
Thanks ---- that makes more sense!

Now I need advice on question 2 if anyone can give it. The reverberation I get is not associated with full lock.
