Technical Steering Idler Question

Do the rubber bushings on the steering idler get grease? Rebuilt unit doesn't have much motion and wasn't sure if that's by design or it needs to be greased. I see no mention of it in any of the manuals I have. My old steering assemble is so shot I have no reference point. Thanks in advance.

No grease, they are quite tight but work when part of the steering.
