Without an O2 sensor, or with an O2 sensor in front of the catalyst, it is very well possible to remove the cat without problems.
Drivability will improve, sound level will change a bit.
With a hot engine, running on premium fuel, MOT shouldn´t be problem as well.
Over the years, I have decatted many petrol and diesel cars without any problems so far.
I even have removed the two catalysts on my current 2004 Alfa GT jtd....
Benefits from removing a catalyst are better performance, and because a replacement pipe is much less expensive, you save lot´s of money compare to a new catalyst.
A bit more pollution is another story....!!

A good UK MOT inspector would notice that the catalytic converter is missing.
A few years ago, I bought a 96 Opel Astra that had been decatted and the ITV inspector failed it.
It's not really a grey area. It's a simple case of removing the CAT is illegal in the UK and will fail an MOT as a result.
Put a cat look-a-like replacement, or a hollow cat on the car.
As long as emissions are within specs ( that's why premium fuel and a hot engine is necessary) any European MOT shouldn't be a problem.
In my experience, most older, cat equipped cars, will stay within emissions even without the cat.

I think you will find it all depends on the age of the car you are talking about. In theory a cat can be removed from a J plate car but nothing later. An emmission test still has to be passed but its not as demanding as the K reg onwards cat test.
I have run mine without a cat - quicker but to noisy. Another car I had "PHP" ran without a cat all the time I had it. I managed to find a proper mark specific silenced de-cat pipe.

If in doubt, leave it alone, apart from the fact it's not worth the cost, effort or risk.
Right, a (stainless steel) cat replacement (pipe) is less than 25% of the cost of a new catalist...!!!
