i will open a workshop for Fiat car diagnoses , and i want fiat diagnostic tool foe scanner and reprogramming Fiat car ecu , can any one provide me which tool ( i dont like that fiat usb cable its bad )

you want something dealer level then
fiatecuscan isnt dealer level
what about x431 see if that can do key recoding if not you need to look to poland the country via google to see what they can offer you
