My rear brakes rust very frequently. I think I've asked this before (I can't find it by searching though), but is this a common problem, and can it be fixed?

I've read an FAQ about the linkages seizing, but I don't think this is the same problem. To get rid of the problem I usually drive with my left foot on the brake pedal for a while. I don't know whether the problem is the drums, linings, or both.

The linings had about 4mm left in the Summer IIRC, so I would be looking at replacing these this Summer anyway. Are there any which special ones that I can get which don't rust, or should they never rust anyway? When I replace them I don't want to find that I still have the problem. My car has been doing it ever since I got it, but I think it's a little worse now. It's generally only when I wash it, but sometimes when it rains.
