questions about bodypanel painting/priming

Hi - I have just got a replacement wing panel. The surface as-supplied is black - what's the purpose of this? (primer?, is it likely to galvanised?). What is the best type of primer to use on this surface to get good adhesion/rust protection before over spraying with metallic paint and laquer?

get some etch primer, u can pick it up in a spray can at about £10 a can or in a tub not sure of the price. once uv gone that get a high build primer over it, that will stop it rusting once uv done that give it a guide coat and start wet flatting best way to do it
