Technical Punto problems

I have searched all over the forum, but no direct answers, i have two main problem.

The engine on my Punto 1.1 55 sx 1995 revs up and down by its self sometimes to 4000 when waiting in traffic. My other problem is that i dont get very good mpg, and what could i do to improve it?

My old 75sx did that, i think it was the air temperature sensor. Fiat charged about £90, but that included the diagnostic check, it was carried out under warranty. A long time ago now though.
I had the same problem on my mk2 1.2 8v (2003) and it was the throttle body. I dont think they knew what was wrong with it, and on their third attemt at fixing it they surrendered and fitted the complete unit as it was still under warranty.
