General Punto n reg handbrake

Any ideas re handbrake problems?
It just wont hold the car and i have adjusted the cable at the handbrake end so there is no slack.I have had the wheels off and there is enough lining left there to work and everything seems to move ok when the handbrake is operated.No oil or contamination present although the linings do look a bit shiny..but thats norm i think.Is it known to be a bad system/ any tips ideas.

could be adjusted wrong or a worn "lip" in the drum perhaps! (thats common)

perhaps the cable has stretched a bit to far
