Ever since I first started to drive in 197thingy young drivers have been a target for the Police. They almost always drive older cars which are more likely to have something wrong with them and because of the cost, least likely to be insured. Why do things the hard way? If you've got to issue a certain number of tickets and present a certain number of processes you might as well take the easy way out. With a change of Government things might change, but one thing that won't is young drivers being stopped by the 5-oh. So as Ffoxy says, you'll have to be on your best behaviourThing is the Police will have you "tagged" now, see you... stop you... so you need to be cleaner than clean in everything you do in your car.
Police have a job to do, they see the results of tools driving cars & noob drivers wrapped around various bits of street furniture on a daily / weekly basis.

Most car parks will need insurance because they are accessible to the public, even if they are not ".....maintained at public expense....."Depends on what you are using the 'road' for, I know of a couple of places that are car parks, but classed as roads when you use them in a certain way.
Was told that in most car parks you need insurance etc even though its not a road as such.
